Well, I am not sure about 18 but definitely at 21 you can rent a car but pay premiums for being under 25.  As you have mentioned before the issue is security and eventually money.  It is a well known fact that majority of young people tend to drive recklessly and can damage the vehicle and potential threat to other drivers.  I remember paying those premiums very well.  I can't say I liked it but I can definitely understand it.

I never expect that other state are too strict about the age limit. In my country, 25 or 30 are allowed as long as you can drive well. The important for them is you paid a good amount for renting a car. Sometimes it depends to the situation and negotiation of two parties.

you have to be 21 -25 for some and there are some who actually want you to be 28 to rent. There are a few that allow you to be 18 but there isn't many of those at all.

Yes it can vary.  Most are 21 I think for sure.  A lot of them around here are 25.  I know because I was eligible for a rental car and they didn't want to give me mone at the company because I wasn't 25.

18 is the minimum age to get a driving licence in my country.

It does , I think they should all be the same if you ask me. It should be over 25 at all times. By that time they are experienced and reliable

Oh common, 25 is too much.

People needs to rent a car as soon as they become adult and thats the main age group who needs a car to go out. So I think they should be able to rent a car after 18 or so.

Re: Age to rent a car?

Forget that, I need experience drivers renting my cars. I don't think I would rent to people under 25 years old. Don't get me wrong I know regardless things happen. But the more experienced they are, the more I feel better.
