Driver's licenses, like almost anything else, can be faked. So what ID do companies require to prove who you are, and hence prove that yes you can drive? It would seem that at least requiring a credit card would improve the chances that the person is who they say they are.

Actually it's getting harder and harder to fake DL's and currently it is the best proof of your identity.  But in order to pickup the car you do need a credit card.  Some providers accept Debit Cards (with restrictions) but majority still require a Credit Card.

I am sure that like with forging dollars, they are trying to make it harder. But doesn't it seem that the criminals are always one step ahead?

I'm working abroad. I always need my driver's liscense and company identification card. I seldom use my credit card.

Sure if you really want something and have means you will be able to do it.  But if you check statistics both counterfeiting of US Dollars (in the US only) and driver's licenses has been on a steady decline for years.  Especially after they have introduced digital licenses.
